About Donald Manzullo

Former Congressman Donald Manzullo was the President and Chief Executive Officer of the Korea Economic Institute of America from 2013 to 2018. He is currently an adjunct Instructor of Political Science, Foreign Affairs and History at Rockford University, Rockford, Illinois. He is also a Senior Policy Advisor and Assistant Director at Rockford University’s Institute of World Affairs and Trade.   

For 20 years, Congressman Manzullo represented the 16th District of Illinois in the U.S. House of Representatives, serving on the Foreign Affairs, Financial Services, and Small Business Committees. For six years, he served as Chairman of the House Small Business Committee and for another six years, he served as the top Republican on the Subcommittee on Asia and the Pacific of the House Foreign Affairs Committee, including chairing this pivotal subcommittee during his last two years in the House. Mr. Manzullo also served on two other subcommittees dealing with international economic, trade, and monetary policy.

Mr. Manzullo was a Commissioner on the Congressional-Executive Commission on China, which monitors China’s human rights practices. He was a member of the House Task Force on the Hong Kong Transition. He served as Chairman of the Canada-US Inter-parliamentary Group and the US-China Inter-parliamentary Exchange. He was a participant in the US-Japan-Korea, the US-Mexican, and the US-European inter-parliamentary exchanges.

Congressman Manzullo co-founded and co-chaired the bipartisan House Manufacturing Caucus and also served as a co-chair of the House Automotive Caucus. In Congress, Manzullo spent a significant amount of his time on manufacturing issues. After he left Congress in 2013, he was appointed by the Comptroller General of the Government Accountability Office (GAO) as one of thirty experts in the field of manufacturing to study and issue a report titled 3D Printing: Opportunities, Challenges, and Policy Implications of Additive Manufacturing.

Prior to his congressional service, Mr. Manzullo practiced law in Illinois. He holds a Juris Doctor from Marquette University (1970) as well as a B.A. from the School of Government and Public Administration of American University (1967).
