In November 2007, KEI held a program titled “What if They Did it?” on the implications of North Korea’s involvement in the Syria reactor. Part II of “What if They Did it?” will address the implications of North Korea’s involvement in the sinking of the Cheonan.

What possible motive would Pyongyang have had and did they calculate the risk? How should the United States, and, more importantly, South Korea, respond? How can they? Militarily? UN Security Council? And what is the impact on the resumption of the Six Party Talks? Was any of this part of Pyongyang’s calculation? Were they looking for a way to kill the talks?
