As the Obama Administration evaluates the Six Party process and the prospects for reaching an agreement on North Korea’s nuclear disarmament, one key factor to consider is improving relations between China and North Korea. After North Korea’s nuclear test, sanctions had little impact on North Korea because of China’s reluctance to pursue aggressively a sanctions policy. How might improving relations between the two countries affect U.S. and multilateral interests and objectives in the Six Party process?
