The administration of Moon Jae-in is pursuing a new direction in South Korean economic policy that calls for “income-led growth.” Under the new policy, the Moon administration has pursued an increase in the minimum wage, growth in public sector employment, and higher social spending. However, as the OECD’s new economic survey of the South Korean economy points out, these policies will need to be supported by structural reforms to reduce productivity gaps.
