- "It’s unfortunate that North Korea has chosen to once again violate international law and norms by launching another missile today."
- "This provocation comes in the middle of a seasonal downturn in North Korea’s missile testing routine – in previous years, North Korea has conducted such tests less frequently in the final quarter of the year. However, it will be important to watch for additional tests and provocations as North Korea continues to sprint toward their goal of developing a nuclear-tipped ICBM capable of hitting the U.S. mainland."
