On April 12, KEI will host a luncheon presentation and ensuing discussion on a report by Dr. Michael Mazarr and the Study Group on North Korean Futures, National Defense University. The Study Group's report argues that the United States must begin to prepare more actively for North Korean regime futures while seizing the strategic initiative. It proposes taking advantage of dramatic changes in North Korean society to promote US and allied interests. The report argues that current policy constrains the US's ability to deal with the impending risks of regime futures scenarios, and it offers three fundamental recommendations: Creating a more robust process to “answer hard questions” about impending scenarios; working to develop “mutual understandings” among regional players; and finally, “an active posture to invest in trends inside North Korea.”
