The August 2023 Camp David summit produced the first standalone trilateral agenda among the United States, South Korea, and Japan, built on commitments to annual leader-level meetings, trilateral exercises, and coordinated economic security policy. Three years later, all three signatories have left office. Their successors inherited the framework without having negotiated it, and each has faced domestic and regional pressures the summit did not anticipate.
