State Department notes "End of War" declaration requires North Korean involvement

On September 22, Radio Free Asia quoted KEI Senior Director Troy Stangarone in an article about the U.S. State Department’s interest in engaging North Korea. This followed President Moon Jae-in’s proposal for an end-of-war declaration at the UN General Assembly. Troy was quoted saying that “the real problem surrounding the declaration of an end to the war is North Korea’s interest” and not the interest of the U.S. or South Korea.
