KEI's Kyle Ferrier on Seoul's Strategic Approach to Comprehensive and Progressive Agreement for Trans-Pacific Partnership

February 15, 2019

KEI's Director Kyle Ferrier published an article with the International Journal of Korean Studies (Volume XXII, Number 1) on the strategic considerations facing Seoul as it looks to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

Ferrier contends that the future of the liberal international order, a major source of strength for Seoul, is unclear. This raises the importance of newly emerging institutions like CPTPP. He observes that Beijing has been quick to capitalize on this policy shift, but that the norms China promotes either fall short of or run counter to the advancement of an open and rules-based international system.

Ultimately, Ferrier argues that the Moon administration should begin negotiations to have South Korea join the CPTPP.
