Writing for the Korea Times, KEI Senior Director and Fellow Troy Stangarone observes that Pyongyang looks increasingly uninterested in the type of negotiations that might lead to an agreement.
He cautions that while playing hardball is North Korea's traditional negotiating tactic, it's not conducive to reaching a deal. And Pyongyang does not have much time to spare if it wants a deal.
