Goueun Lee

Goueun Lee is a Research Fellow and Head of US Office at Center for Climate Change and Sustainable Development Law and Policy(CSDLAP). Her research interests center on the intersection of global environmental governance and national/regional environmental institutions and norms. She has authored and collaborated on multiple research projects including on the topics climate change and the role of the UN Security Council, marine governance in Northeast Asia, carbon border adjustment, and the US environmental policy on endangered species. Her dissertation project examined the Republic of Korea’s localization of global environmental norms with a focus on air and climate policy.

Dr. Lee has previously worked at the Global Green Growth Institute, building a research repository of climate change policies and best practices to formulate country-tailored low-carbon development programs and solutions for developing countries and to successfully procure funding from the organization’s donor countries. She also has experience from the Korea Environment Institute, providing analysis on key issues of international climate change negotiations and advising on Korea’s response strategy for the Korean Ministry of Environment, including Korea’s GHG mitigation commitments and GHG measurement, reporting and verification system.

Dr. Lee holds a Ph.D. in International Relations focusing on Global Environmental Politics from American University. She also holds a M.A. in International Studies concentrating on International Cooperation and Development and a B.A. in International Studies, both from Korea University.
