Greg Scarlatoiu is the Director of Public Affairs and Business Issues of the Korea Economic Institute, having joined the Institute in July 2008. Mr. Scarlatoiu is responsible for managing outreach programs to educate Americans on developments in Korea and U.S.-Korea relations both inside and outside of Washington, DC. He is also responsible for presenting and reporting on developments in U.S./Korea business and economic relations, e.g., in KEI’s monthly newsletter, Insight. Mr. Scarlatoiu also organizes KEI’s Opinion Leaders Seminar and Ambassadors’ Dialogue programs and serves as Director of the Korea Club.
Prior to joining KEI, Mr. Scarlatoiu was Management Associate for International Science and Technology Institute, Inc. (ISTI) in Arlington, Virginia, from 2002 to 2008. His responsibilities included business development, project management, technical assistance implementation, and liaising with multilateral and bilateral development agencies, partners, and clients under USAID, World Bank and Asian Development Bank projects. From corporate headquarters in Arlington, Virginia, Mr. Scarlatoiu managed projects in Armenia, Bangladesh, the Dominican Republic, Georgia, Ethiopia, Hungary, Indonesia, Iraq, Kazakhstan, Kyrgyzstan, Romania, the Russian Federation, Sri Lanka, Tanzania and Zambia, and traveled to Tanzania and Zambia to deliver technical assistance under USAID projects.
Mr. Scarlatoiu holds a Master of Arts in Law and Diplomacy (MALD) from The Fletcher School, Tufts University in Medford, Massachusetts (2002); and an MA (1998) and BA (1994) in International Relations from Seoul National University in South Korea. He is a Lionbridge Federal certified Federal Immigration Court and State of Maryland Korean language interpreter.
Since 1995, Mr. Scarlatoiu has been a Korean language broadcaster for stations including the Korea Broadcasting System (KBS) in South Korea and Radio Free Asia (RFA) in Washington, D.C. Between 2002 and 2007, he conducted assessments of compliance with the International Labor Organization (ILO) core conventions in South Korea, for Verite, an Amherst, Massachusetts-based NGO, under contract from The California Public Employees’ Retirement System (CalPERS) and The New York City Employees’ Retirement System (NYCERS). Mr. Scarlatoiu was a summer associate at the ILO in Geneva, Switzerland in 2002.
Mr. Scarlatoiu and his wife Hyunjoo reside in Virginia with their two daughters. His hobbies include SCUBA diving, swimming, skiing and reading. Mr. Scarlatoiu is a SCUBA Diving International (SDI) certified open water instructor, and Korea Underwater Association (KUDA) certified divemaster. He is fluent in Korean, Romanian, and French.
